Preheat the oven to 350°F. Line two sheet pans with parchment paper. Measure and prep all ingredients.
In a medium bowl, whisk together the flour, cocoa powder, baking powder and salt.
In a bowl of a standing mixer with the paddle attachment or a large bowl with an electric mixer, beat the butter and sugar together on medium speed until light and fluffy.
Add the cooled dark chocolate and mix until well combined.
Add the eggs, one at a time and mix until well combined.
On low speed, add the buttermilk and red food coloring and mix until well combined.
Add the flour mixture and mix just until combined.
Place the powdered sugar into a separate bowl. Use a cookie scoop to portion one tablespoon of cookie dough and roll it into a ball. Roll the cookie dough into the powdered sugar and place it on the prepared cookie sheet at least one inch apart. Repeat with the remaining dough.
Re-roll all of the cookie dough in the powdered sugar and bake the cookies for 10-12 minutes, or until the cookies are puffy and have a crackled appearance.
Let the cookies cool for 5 minutes before moving them to a cooling rack to cool completely.
